The problem with them is that they allow emotion to override their intellect. If they learnt to strategise, they could end up even taking over from the Hausa Fulani, as the 'big boys' of Nigeria. After all they are more proximate to the oil and gas resources than the other main ethnicities. But they refuse to use their brains, and strategise long-term. You would have thought that 40 years after the civil war defeat, they would have learnt to do this, but it is still the same short-sighted, impulsive approach Ojukwu and co adopted that characterises them in 2017.

No it was not dumb at all because they were breaking no law by forming the BSS.

If I like, I can gather a group.of friends and call them the "Enugu secret service", I am breaking no law and police are free to investigate us.
