It was tagged "operation crocodile smile", right? And the statement of the mission insisted they are out for a "show of force".
First, the mission statement never said anything about bogus medical outreaches. They only claimed to come to enforce peace and eliminate criminals/terrorists/enemies of the state, and whatever else. That's by the way.
Secondly, military is not supposed to conduct such outreach without first officially notifying the state governor, who in turn gives a directive to the commissioner for health, who in turn sends a memo to the respective primary health care centers through his subordinates. The healthcare centers in these rural areas will then disseminate the right information to the people, and after duly informed, they will come out for the exercise. [b]Its a no brainer. THERE IS A CHAIN OF COMMAND FOR SUCH THINGS, EXCEPT IN TIMES OF WARFARE, WHEN SPEED AND EMERGENCY PROCEDURES ARE THE FIRST CONSIDERATION.
[b]You don't wake up one morning to see a military that has always shown contempt and disregard for civilians coming to inject you with an unknown substance, without prior information, and you willingly submit yourself to them!
