I will advice that she go ahead with the plan of building a room and a parlour apartment with your specifications, based on the experience I had in constructing a security house and pig pen recently in Benin City, with 500k in warriors area it should take the house to a point where the parents can move in and subsequently they give a a finishing touch.
The figures I will be giving here jamming based on the price in Benin City and last month I am sure there wouldn't be much difference.
For a room and parlour which is two rooms, a small kitchen and bathroom/tiolet.
Around 1080 blocks will be needed
A double trip of sand is 18k
27ags of cement = N2500*27=N67500
27 times N700=N18900
Sub total for blocks is N86400

SETTING ie block work
Bricklayer setts 100 block per day after window is 80 blocks but based onbargaining power you can arrange every work to be 100 blocks all through
Let's say 11 bricklayers at N3000 each service men 5 times N2000, we will have N88500

LITEL and pillar if theres any
10 bags of cement = N25000
Sand bag of granite at 500 per bag times 12 bags = N6000
2 Masons at N4000 each=N8000
3 service at N3500 each =N11500
Sub total= N52900

ROOFING
zink 5 bundles times N17000=N85000 (I even bought at N15500 )
Wood around N80000 maybe less
Carpenter around N25000 or less depend on your bargaining power
Sub total = N190000

SOAK AWAY
Digging 8ft by 10ft =N15000
Let say 120 blocks (but far less than) =N9600
Setting soak away3 brick layers at N4000=12000
2 service atN2500=N5000
The price is higher cos it's a pit work
2 bags of cement =N5000
Sub total =N46600
Slab for covering soak away
Granite N500 per bag times 5=N2500
Cement 3 bags =N7500
Sub total N10000

Grand Total =N474400
Let say the balance can take care of toilet system and maybe miscellaneous at it will get to a stage where they can move in within two weeks or less they can move in and it should be personally supervised maybe by her her father if she isn't that free.

My opinion is founded on the following assumption:
1) a simple strip foundation would be constructed because I assume that the land is not water logged but firm.
2) One room apartment is one bedroom, toilet and bath, one living room and a kitchen.
3) the size of your bedroom would be 3.6m x 3.0m, the living room would be 4.0m x 4.0m, the kitchen would be 2.5m x 3.0m, toilet and bath would be 1.2m x 2.0m.
4) Going by my aforementioned assumptions, the gross floor area of the building would be roughly 40 square metres.

That being said.
here are the prevailing market prices of materials you would need:
1) cement #2800 (delivered to site with loading and offloading)
2) sharp sand 20 tonnes #50000 (Delivered to site)
3) plaster sand 20 tonnes #35000 (delivered to site)
4) 6-inch block #180 (delivered to site with loading and offloading)
5) Zinc roofing sheet, #20000 per bundle (20 pieces per bundle, coverage area 20 square metres)
6) Reinforcement, iron bars, 12mm diameter #1800 per 12m length delivered to site with loading and offloading)
7) Averagely good internal door #30000 (delivered to site)
cool Low quality WC #10000 (delivered to site)

Cost of labour
1) unskilled labour #1500
2) skilled labour: Carpenter, mason/bricklayer, electrician, plumber, #4000 per day

cost analysis of the building based on the above cost information:
1) foundation

I'm actually doing this post on behalf of a young lady. The parents are having accommodation challenge. She has bought A land measuring 200 by 100 a while ago. The Dad is down with stroke.
Presently landlord is on their neck and rent is due. She has about 500k savings.
She approached me for advice but I can't give her so I'm running to the guru's in the house. The problem is, can her 500k put up a one bedroom apartment devoid of any luxury? Just blocks, ordinary zinc and wooden Windows?. No plastering, painting or tiles. Just the bare basics
The mum said she is OK with any type of structure- bedsitter(studio apartment), zinc structure, plank house etc.. just any kind of structure..
Pls help this hardworking young lady.

Please don't allow all this Nlanders engineer deceive you, they'll always discourage you with their outrageous estimate, if you want to build a house successfully avoid some nland engineer
Here's a breakdown on how you'll spend your 500k
Assuming the room size is 12ft/12ft

3courses of foundation. Blocks 96pcs of 9" vibrated blocks @190each
= #18,240

Blocks for main structure = 384pcs of 6" blocks @130 = #49,920

Cements needed for blinding and foundation block setting 5pcs @2700 each
= #13,500

Cements for main structure 10bags including plastering in and out. 6 for block setting and 4 for plastering @2700
= #27,000

Sharp sand needed for the whole structure including plastering in and out 15tons
= #25,000 depending your location

Gravel will do the casting on the window and door spaces alone, no need casting round the building, you'll have to buy those they usually pack in bag of cement, those ones goes for 300 per bag, you'll buy about 20 bags

Workmanship= I can't say because am not sure of people like nairaland builders that can charge you even 500k for this little structure

Although it shouldn't be more than let's say each block set is #50, the total blocks from foundation to finish is 480 so total should #24,000 excluding plastering, let's assume extra #20,000 for plastering which gives us

Now time to paint and move your parents in

If you notice I didn't include price in some of the material because I don't know there various prices, this estimate is from experience do not disregard it, but to achieve this you have to supervise and buy the materials yourself and make sure the materials are offloading right in your site if not, there'll be extra charges for the boys that'll load them to your site, nonetheless you won't spend more than #350,000 in total for your/her parents to move in

I personally built a room and parlour, kitchen and toilet all tiles with aluminum roof and pvc ceiling with 800k excluding blocks and land I supervised it and bought materials myself just last year when things were even more expensive then because dollar was around 480/500 to naira here's a thread I opened for the structure https://www.nairaland.com/3243532/2nos-room-parlour-selfcon-father sthe first structure with concrete blocks was built with about 480/500k then, I had to pay extra because the materials can't be offloaded direct to my site because no access still I didn't spend more 500k for that building, a room measuring 11/11ft and sitting room 12/11ft toilet 6/4ft kitchen 6/5ft all tiles

If you want more information pm me, I won't charge you nothing, just ignore all this people your 500k won't get you just a building of one room, I promise you'll have 150,000 naira remaining after your parents have moved in. Good luck

it all depends on the finishing largely. starting from roofing sheets. what am suggesting for the o.p here for instance is zinc roofing sheets and abestors ceiling. so our preferences largely is what affects the cost of houses. But normally you will need about 3700 blocks for that kind (bathroom and kitchen partitioning inclusive) you will need 54 bags of cement for block setting. concrete work required will be determined by nature of land you are building on. I hope I have helped a little?

I am not a builder, but I am very convinced that 500k can't even raise a foundation, that is the bitter truth, only cement, molding of blocks and paying workers for foundation set up alone is way more than 500k.

yes. you can build a room apartment with less than 500k honestly. Because block to start from foundation to planted and level is 350 block if u are using 6 inch block and each block is 150# that means 150*350 = 37500 and u will use 4 bag of cement why bricklayer we collect 15k for the setting.Iron for the lanted is just 2 pair only which cost 4500# ring and binding is 1000# the total cost is just 58k
roofing---
slate- 20 pieces which cost 48k each is 2400#
wood- depend on ur choice
window- depend on ur choice
door depend on ur choice
need to ask this remaining items
plaster sand you can buy in bags not tipper
workmanship you can negotiate
with all this u can still have some change in that 500k gudluck--------

Young man this is what you will do,idearly meet a bricklayers, ask them how many blocks can made a standard room write down d answer. Then go to block industry ask for the price of 9 or 6 inches block which ever one you prefer multiply d price with the numbers of blocks for a standard room write down d =Amount. Do the same for all the materials needed. Do it yourself ask questions directly from all materials dealers whatever answers u get go home but all of them together with rough estimate thenbu will get all the answers u needed to build a room.

Depends on the soil texture if it's here in abuja, ofcourse it can but some soil texture can mess things up if not properly looked into

With 500k she can build a very decent 1 bedroom apartment with long span roofing sheets sef and asbestos ceiling boards. As long as the soil is not weak. I can build it for her depending on the location. By the way I am a civil engineer. You can check my profile and send a mail to my email address if you need a run down of the quotation.

That amount can even get her a room with a small kitchen, toilet/bathroom and a small sit out.
