It's "Tank 11". Until "Tank 10" and "Tank 11" are filled, "Tank 7" wouldn't get filled.

Take a look at the picture very well, tank 3 supply water to tank 7, and tank 7 supply to tank 10.
The pipe input and output of tank 7, was not clear like others.

TANK 7 will not fill to the brim, cos it will supply water from the top left corner to TANK 10, then TANK 10 will supply water from the bottom right corner to TANK 11 which gets filled up first.

see as people dey failed a direct simple diagram. No other thank would reach extereme top before 11 and 10.
