These ones that don't mind eating while on that recycling truck. They'd see nothing wrong in their action. On a second thought, the motive is to punish offenders who wouldn't heed to previous warnings on littering the streets with refuse waste. Perhaps, after using your hands to pack the refuse it would reset your brain to how things are done by civilised individuals.

These girls didn't get enough punishment. In the 90s, as a student of Command Secondary School, Ipaja, it wasn't uncommon for us to use bare hands to pack someone else's fresh excrement. This was actually considered "mild punishment".
