A friend of mine contracted a travel agent to procure a Malaysia tourist visa. He was charged 350k and the flight ticket was #402k.

The guy reached Malaysia and was deported.... He wasn't only deported but detained and made to cough out some dollars for his feeding throughout his duration in detention.
Now the guy has lost everything as the visa given him is a fake one as confirmed by the Malaysian immigration and an insider in the Malaysian embassy in Nigeria.

Please how do he get his money back. ....400k+402k+$1,200

Next time, he should apply for the visa by himself.
Using most of those road side agents is dangerous as you might not know if they forged a document or not...or if the visa is real or fake.
He Should count his blessings and move on.

how he can get his money back? . if he knows the fraudster that landed him in that condition , let him report him to an Oracle. . then watch and see the outcome.
