Equipment to do a real-time spectral analysis of vehicle exhaust, to determine the constituents (soot, gaseous petrol, vaporised coolant and it's end products etc etc) and their relative proportions in the exhaust plume, will be too expensive to acquire, and even more stupid to install atop law enforcement vehicles in Naija.

Trust people to steal those hi-tech devices/scanners and sell them off in the black market for cool cash. Even I would do that if I can lay hands on one...for safer keeping, of course !
