Malachi 3:8-10 says so all about it. You can look it up Bible students.

Did Jesus personally command it? Oh yeah. He said, 'I have come to FULFIL THE LAW' not to abolish it. The law of Tithing, inclusive.

The TAP(Tithe Against Poverty) Challenge didn't start today.
