Naturally Lagos and the Southwest will always take the initial FDI. Once it gets saturated for investors, that's when you'll see things spread to the other sides of Nigeria. Due to the region and the way things are going, I think the Southwest will always get things first. First to FDI, widespread modern public transportation systems (BRT systems have already spreaded to ibadan and abeokuta).
