Before that list of 3000 appointees goes public...Before PMB appends his green pen...his Admin structure (if they were competent) would have reviewed, expunged. Re-recommended and made necessary adjustment. The SFG who signed the release should also have made a cover up to his boss. By raising an observation. TRUTH - Nobody looked in to that list and in between the lines for an update. They were simply tired of its long stay and keep in view and afraid of the boss to observe.
