There is nothing wrong with this agreement. People should learn to obey the laws. Killing their cows won't bring back the crops. If parties know that whatever the damage be it crop or cow will be paid by the one that caused it, then there will be peace. All the farm need to do is to estimate all that has been damaged and compensation will be paid in full by the culprit.
