This thread here indicated that only Access Card works on PayPal Nigeria.

But when I try adding my Access Master Card, it didn't work.
PayPal told me something is wrong with the card, and that I should contact the issuer

So I think it has stop working already.

It is Access Bank Master Card that is not working. Their Visa Card works according to information reaching me now.

I will check with the Visa Card and update the thread
