Delaying to appoint head of government Ministries, Departments and Agencies; and waiting till some of the submitted nominees died before announcing their appointment is gross laziness.

Running for an office and losing three times, and only to win on the fourth and be ill-prepared for the same office you cried for is stinking laziness!
