PROPOSAL BACKGROUND OF THE STUDY For the past decades, small business enterprises were characterised as essentially backward and cog in the wheel of the overall development of the Nigeria economy. As a result of this, there has been a prevalent feeling that such business could only be assisted for social reasons. Obviously, too little attention has been paid to the benefits to be derived from helping small enterprises to modernize and grow. Accordingly, due to the recognition of the roles of small businesses, the Nigerian government has since 1970 initiated programmes for the assistance of small businesses especially in the areas of finance, extension and advisory services including training and provision of infrastructure. All these are designed to enhance the development of small businesses. Successive governments in Nigeria have for the past three decades shown great interest in the financing of small business by establishing specialized banks and other credit agencies/ schemes to provide customized funding. The goal of this paper therefore is to examine the prospects of small and medium scale enterprises in Nigeria and to what extent they have been denied access to development finance and suggests ways out. While the colonial masters engage some Nigerians outside the agricultural sector. They failed to inculcate in their employees the spirit of entrepreneurship. Therefore, as soon as Nigeria had her independence the employees had the skills and requisite knowledge of managing what the colonial masters left behind.
To Balogun (2004:22) some of the empowering factors from government to SMEs include; electricity, transportation, communication, water supply, financial infrastructure and educational facilities among others. Thus, government, agencies, corporate organizations, international sponsors, etc are expected to adequately provide or empower SMEs for sustainable economic (activities that guarantees) development and growth. Trade policies and barriers are other critical areas to which government empowerment are needed for small and medium scale enterprises to effectively and efficiently accelerate or sustain theeconomy. To Daniju (2007:54) finance and skills acquisition which cut across all ages forms the key to empowerment of small and medium scale enterprises. A typical empowerment banks initiative to small and medium scale enterprise is the small and medium scale industry equity investment scheme (SMIEIS) and bank of industry.
Similarly the National Economic empowerment and development strategy (NEEDS) by the federal government addes as path of sustainable economic growth and development for small and medium scale enterprise in Nigeria. The said NEEDS initiatives were borrowed from the programmes of the new
partnership for African Development (NEPAD) in African Union. The government
through NEEDS is a facilitator, providing the enabling environment for a free-maker system. Other areas of special empowerment of small and medium scale enterprises are; research institutions provision of industrialestate, protective benefit laws (i.e patents, copy right, trade marks and farm close), etc. Infact from going analyses, it could be understood that empowering small and medium scale enterprises as given by government and institutions is favourable as it reflects all sector of the economy, hence even or sustainable economic growth. A more result oriented step about developing small and medium scale enterprises in Nigeria is the focus on initiating and practicing courses on small and medium scale enterprises in the educational systems(at all levels) in Nigeria. This step is capable of expanding the entrepreneurship and the production of goods and services in the economy. It is strongly believe that if business owner(s) could respond according to the various empowerments, small and medium scale enterprise will continue to occupy their pride of their place as ―bedrock‖ for national development and growth. Moreso, it need be emphasize here that empowerment of small medium scale enterprises and their operations are limited to market forces, information and knowledge available to operators, technological innovations, international standards and financial resources available.
STATEMENT OF THE PROBLEM The challenges faced by young people can be found in the social structure characterised primarily as transitional and unstable. Economic factors affects majority of young people. Most youths are not adequately provided with material resources. For instance they do not have their own house. Some are forced to rely on their parents for financial assistance. The wages of young people are much lower than average. There is also lack of free education and training for the youths. The youths have become a destablizing force in the society but on the other hand this is a generation on which the future of the country depends. This delicate situation creates the need for an adequate youth empowerment programme that can solve or alleviate existing problems as well as channel the creative potentials of youths intp useful and productive activities.
The best way to motivate the youths is by:
1). Providing material and financial support for the youths.
2). Involving young people in the political and public life while also informing them about potential development opportunities.
3). Development of creativity in youths and supporting talented ones.
4). Integration of young people who find themselves in a difficult life situation into a better living condition.
5). Establishment of some empowerment programmes to empower the youths, e.g, N- power, sure- P, etc. This will one way or the other motivate the youths to venture into entrepreneurship.
6). Share success stories.
7) Providing training centers for the youths to learn some skills like bag making, shoe making, bead making. Etc
cool. Providing free education in form of scholarship for the youths.
Nigeria is currently witnessing an alarming rate of unemployment. The economy is also increasingly finding it difficult to cope. The roles of small scale industries in the development of indigenous technology cannot therefore be over emphasized. There is a rapid growth in the number of privately owned small and medium - sized companies worldwide. However this category of business is beleagued by several issues that hinder their growth. A key challenge for most small and medium scale enterprises is the problem of financing. Osuagwu (2001), argued that in countries like China, Malaysia, India and the like where complex business environment exists there is high level of entrepreneurial activities because of the entrenchment of entrepreneurship and as such small and medium scale enterprises are created, which engage in manufacturing activities and its attendant employment creation. AIMS AND OBJECTIVES OF THE STUDY The study seeks to identify the role of small and medium scale enterprises in the overall development of the nation's industrial sector. The study attempts to achieve the following: 1) To examine the impact of small and medium scale enterprises development on youth empowerment in Nigeria.
2). To assess how small and medium scale enterprises affects employment generation in Nigeria.
3). To check the effectiveness of government capacity building programmes and support in promoting the development of small and medium scale enterprises among youths in Nigeria.
4). To ascertain whether or not government policies have been favourable to the establishment of small and medium scale enterprises in order to empower the youths.
. RESEARCH QUESTIONS In order to investigate the problems of this research, the following research questions are formulated.
1). Does small and medium scale enterprises development have any impact on youth empowerment in Nigeria?
2). What are the effects of small and medium scale enterprises development on youth empowerment in Nigeria?
3). How effective is government capacity building programmes and support in promoting the development of small and medium scale enterprises among youths in Nigeria?
4). Have government policies been favourable to the establishment of small and medium scale enterprisea especially as it concerns power supply?
RESEARCH HYPOTHESIS
The following hypothesis is postulated
1). Ho: there is no significant impact of small and medium scale enterprises on youth empowerment in Nigeria.
H1: there is a significant impact of small and medium scale enterprises development on youth empowerment in Nigeria.
2). Ho: small and medium scale enterprises have no effect on youth empowerment in Nigeria.
H1: small and medium scale enterprises have an effect on youth empowerment in Nigeria.
3). Ho: there is no effective government capacity building programmes and support in promoting the development of small and medium scale enterprises among youths in Nigeria.
H1: there is an effective government capacity building programmes and support in promoting the development of small and medium scale enterprises among youths in Nigeria.
4). Ho: government policies have not been favourable to the establishment of small and medium enterprises in Nigeria.
H1: government policies have been favourable to the establishment of small and medium scale enterprises in Nigeria.

SIGNIFICANCE OF THE STUDY The study is important because of its potentiality in the development of small business sector which has been characterized as the "man carrier of development and the engine of social and economic growth" in Nigeria. The study also helps in identifying why people don't go into small scale enterprises despite its numerous advantages. The study will help government identify areas requiring attention, thus stimulating government into proper directing of loans and incentives to improve upon existing ventures. The study will also contribute to the existing knowledge on entrepreneurship development.
To small and medium scale industries, they are empowered through this research to learn new skill/capabilities by adjusting to the trends towards the development and growth of their businesses and the economy. In other words, the small and medium scale enterprises could develop and grow in marketing, production of goods and services, agriculture,
science and technology, finance and information. Through this study, small and medium scale enterprises could begin to do things, which ordinarily they could not do. Training and development of work force of SMEs arc enhanced. This study also is capable of correcting certain anomalies likely to come up following efforts of small and medium scale enterprises for development and growth. Thus, strength and weaknesses, opportunities and threats are discovered and used for the advantage of developing and improving small and medium scale enterprises.
SCOPE AND LIMITATIONS OF THE STUDY A good number of factors made the study difficult. Notably is the time factor. The time available for the study was so short that the study was done almost in a rush. Due to the limited time, the researcher based his study on selected small business enterprises within Nigeria. The study covers a time line of 2000 - 2017. The study is limited to the Lagos metropolis as it will be difficult to cover other part of the state due to the duration of the study. RESEARCH METHODOLOGY The purpose of this research work is to examine the extent in which the explanatory variables included in the models determines the dependent variables, for the period of years under review in the work. Primary sources were employed in which data was obtained through interviews and questionnaires and also secondary data were employed which was obtained through textbooks, magazines and published research.
DEFINITION OF TERMS 1). SMALL AND MEDIUM SCALE ENTERPRISES- the definition of small and medium scale business varies with people and countries such that it is better defined based on the characteristics. Small and medium scale enterprises is any processing , serving or manufacturing industry with an investment in machinery and equipment above #500,000 (waboi, 1987).
2). MANAGEMENT- According to akpale (1990. Pg 3) management is the process of combing and utilising an organizational input ( men, material and money) by planning, organizing, directing and controlling for the purpose of producing output ( goods and services).
3). ENTREPRENEUR- according to hagen, an entrepreneur is an individual who conceives the idea of business, designs the organization of the firm, accumulates capital, recruits labour, establishes relations with supplies, customers and government and converts the conception into a functioning organisation business.
4). DEVELOPMENT- this entails growth of the business, increase in goods and services and the improvement of lives of the citizens. 5). YOUTH EMPOWERMENT- It can be defined as the process whereby young people gain the ability and authority to make informed decisions and implement change in their own lives and in the lives of other people. It is a means of encouraging youths to do great things for themselves and are also to make great impact in their society.
