Honestly I believe it's when they can read and write. Not only read but understand a write up's context and critically analyze it. As such I'll say a primary 6 graduate is semi-educated but an SS3 and above alumnus is properly educated. Some primary 6 dropouts can still learn to amass knowledge from books, easily scaling from an elementary grade to PhD level in a matter of years but it's not so common a feat. Many prefer to wallow in mediocrity. |
