I have an engineering degree
Engineering is the right choice.
1. It encompasses courses like engineering management, engineering economics, petroleum economics which equips one with certain managerial skills. It's also marketable
2. As an engineering graduate it's easier to get a masters degree in economics but I doubt the other way round.
3. Let your son choose what he is most inclined to, this is a key success determining factor
For example people who loved geography back in high school would move towards courses like geology,petroleum eng.

For peeps that like chemistry a lot, their inclination might be towards chemical eng, gas engineering.

Lastly he should start applying for overseas scholarships like FSB, PTDF
