everyone writing that course have failed

2 things are involved - it's either he's m@d or he's crazy. If he's m@d, the students are save. But if he's crazy there is problem because carry over is their best option.

Lecturers were engaged to impact knowledge to an audience(students). There are disciplinary measure you can take against laziness. Addressing an empty class is not a disciplinary measure but a sheer madness.
If you ever do that, kindly subject yourself to mental fitness test
