The Federal Government yesterday moved to begin real work on the construction of the Second Niger Bridge as it cancelled the contract for the bridge set to have been awarded in 2007. It ordered that a new process for the re-award of the contract should commence.

Executive Council of Federation (EXCOF) at its meeting yesterday in Abuja directed Works Minister Senator Sanusi Daggash to commence a new process for the re-award of the contract.
EXCOF had at its meeting on May 6, 2007 approved the award of a contract on Public Private Partnership (PPP) concession arrangement for a period of 30 years for the Second Niger Bridge to be constructed within 36 months at the sum of N58.6 billion.
The equity participation for the project was 60 per cent private and 40 per cent public, of which the Federal Government’s equity was 20 per cent and 10 per cent each for Anambra and Delta State governments.

But whether a contract was actually awarded or not had been a subject of controversy after the end of former President Olusegun Obasanjo regime in 2007. Some associates of the former president had insisted he awarded the contract but the then Minister of Works, Alhaji Muhammed Lawal, had denied there was any contract.
The new process, the government said, would be on a fast-track basis, in accordance with the provisions of the Public Procurement Act (2007) and Infrastructure Concession Regulatory Commission (ICRC) Act.
The proposed Second Niger Bridge project is a 6-lane dual carriage-way, approximately 1.76 km wide, with 2.5m shoulders on each side and 4.0m median width. The project also includes a14km long approach road with 3 river bridges and other ancillary works.

Briefing newsmen at the end of the weekly EXCOF meeting presided over by President Goodluck Jonathan, Information and Communications Minister, Prof. Dora Akunyili, said after awarding the contract in 2007, for several undisclosed reasons, the project could not be executed, necessitating government action to cancel the initial contract.
Akunyili who briefed the press alongside the Minister of State in the ministry, Mr. Labaran Maku, said a project of that magnitude requires professional services of an internationally acclaimed and reputable project consultant.
The minister also added that the sum of N7.5 billion has been provided for the project in the 2010 Appropriation Act.
Meanwhile, President Jonathan has charged security operatives in the country to sustain the tempo of the fight against crimes especially the incidence of kidnapping in the South-east, which has been on the rise in recent times.

These people can never cease to amuse us, so they are telling us that they don't have records of awarded contracts. Dubious minded people, just share the money. Afterall who will ask you.

I dont get this does it mean there is a section in the constitution that has a fast track element since 2007 and its also new? or previous contracts have not been done in accordance to the 2007 act

and what is the completion time for this fast track

the same story we heard when this same jonathan declared state of emergency in the power sector. where in this world have u seen a contract awarded and after 3 years nobody is paying back any money for not honouring a federal govt awarded contract? the same thing is happening in the power sector where jonathan has kept a blind eye and a sealed mouth over the us$16b contract by the obasanjo regime. if this administration is not interested in recovering our public funds, what makes anyone here to think he has good intentions?
the major problem of nigeria is not giving out contracts rather it is executing the contracts. no wonder all of them are always quick to give contracts without caring what happens afterwards.
it is a shame that those who trusted jonathan are beginning to know now that he is no where close to the solution and change we are crying for.
