More NEW ORLEANS (AP) -- Speaking Friday at a historically black university, potential Democratic presidential candidate Elizabeth Warren delivered what she called "the hard truth about our criminal justice system: It's racist ... I mean front to back."
The Massachusetts senator identified some of the system's failures: disproportionate arrests of African-Americans for petty drug possession; an overloaded public defender system; and state laws that keep convicted felons from voting even after their sentences are complete.
Warren was participating in a Q&A session hosted by Congressional Black Caucus Chairman Cedric Richmond at the historically black Dillard University in New Orleans.
She was among several possible Democratic White House contenders who spoke Friday at Netroots Nation, an annual conference for progressives. She was the only leading Democrat to appear at Dillard.
The stop is the latest sign of Warren's effort to forge ties beyond her largely white political base in Massachusetts and avoid the fate of fellow progressive icon Bernie Sanders, who struggled to win over African-Americans during his failed bid for the 2016 Democratic presidential nomination.
Warren has previously addressed the NAACP and the Rev. Al Sharpton's annual civil rights gathering. She visited Martin Luther King Jr.'s Atlanta church last year for a program alongside the Rev. Bernice King, the slain civil rights leader's youngest daughter.
Facing re-election to the Senate this year, Warren did not directly address her 2020 plans. But when Richmond asked her what might have changed since she decided not to run in 2016, the senator was ready.
"Two words: Donald Trump," Warren said, before shifting to warn the audience that the November midterm vote is the immediate fight as Democrats try to break GOP control of Congress.
Other than on criminal justice, Warren did not focus her answers on race, offering her usual creed about bending public policy back toward working-class Americans. She called for support for unions, massive investments in infrastructure and more spending on education, including programs for preschool-age children and debt relief for student loans.
Ahead of the event, Richmond said any aspiring Democratic nominee will have to address black voters directly.
"The biggest political frustration in the African-American community," Richmond told The Associated Press, "is that we have a bunch of Democrats, both black and white, but primarily white, they don't get it — the black experience, the black struggle, what it's like to raise a young black man or black woman from infant to high school."
Richmond praised Warren's work as a consumer advocate and her willingness to explain her policies with her personal story, principally her mother's venture into the workforce to support the family amid her father's health problems. Warren opened with that narrative at Dillard, and it struck a chord with some who came to hear her.
"What really resonates with me was her background, coming from a meager place and using hard work and education to get to where she is today," said David Hoey, a pastor in Shreveport, Louisiana.
C.J. Wiltz, a retired Dillard professor who came to hear Warren, said her work on Capitol Hill stands out. "I was especially interested in what's she's been saying about the financial sector and how the impact of big banks on poor people has manifested," he said, adding that he'd "like to see her run" in 2020.
In Massachusetts, less than 10 percent of the electorate is African-American. Running for president, Democrats must navigate a primary calendar front-loaded with Southern states where African-Americans determine the outcome.
In 2008, that helped Barack Obama sweep the South and build an early, insurmountable delegate lead over Hillary Clinton. In 2016, Clinton managed the same sweep against Sanders, a Vermont senator whose home base is mostly white.
The coming campaign could include several black candidates such as Sens. Kamala Harris of California and Cory Booker of New Jersey, former Attorney General Eric Holder and former Massachusetts Gov. Deval Patrick. Sanders could make another bid. And while Obama isn't on the ballot, his vice president, Joe Biden, could be.
"There will be a search for someone they can hear and see and immediately identify with," Aneesa McMillan, who worked for Sanders' campaign, said of black voters. But, she added, "it's not impossible" for that to be a white candidate.

The arrest enraged her parents and community members, who wondered how an institution of learning could call the police on a kindergartner. In September, the Black Women’s Justice Institute released a report, based on U.S. Department of Education data from 2013–14, that found black girls were more than six times more likely than white girls to receive an out-of-school suspension. Though black girls made up only 16% of female students in U.S. public schools, they made up 43% of girls who were referred to law enforcement and 38% of those arrested. The 2015 report “Black Girls Matter: Pushed Out, Overpoliced and Underprotected” presented Department of Education data that showed while black boys were suspended three times more often than white boys for the 2011–12 school year, black girls were suspended six times more than white girls. In other words, black girls were more disproportionately targeted by harsh disciplinary policies than were black boys.
Cops in schools (sometimes called "school resource officers" play a critical role in this pipeline. Since the 1950s, some U.S. schools have had on-site police, and as late as 1975, only one percent of U.S. schools reported having police officers. But by the late 1990s, most urban schools had cops. In fact, New York City public schools currently boast a force of 5,200 school resource officers (including 200 uniformed police officers) — meaning schools in NYC employ more cops than counselors. Many schools also have metal detectors and surveillance cameras under the pretext of keeping students safe. The presence of police officers in schools often leads to harsher, sometimes brutal treatment of the students within. According to a 2011 report from the Justice Policy Institute, “when schools have law enforcement on site, students are more likely to be arrested by police instead of discipline being handled by school officials. This leads to more kids being funneled into the juvenile justice system, which is both expensive and associated with a host of negative impacts on youth.” This has been proved again and again. In 2015, video of officer Ben Fields brutally assaulting a black student named Shakara at Spring Valley High School in Columbia, South Carolina, became national news. Fields dragged the 16-year old girl from her chair and threw her across the room, an act filmed by another student, Niya Kenny. Kenny was charged with "disturbing the school," a misdemeanor with a possible penalty of 90 days behind bars or a $1,000 fine; (charges were later dropped). She was also suspended from school for several days. This was a highly publicized incident, but similar interactions between school police and students frequently disrupt young people’s educational experiences. Criminalizing school behavior is not new, especially not for black students. What’s different today is how many more students are being criminalized, and the current intolerance and punitive attitude in schools can be traced back to a spate of school shootings in the 1990s. For example, in 1999, Eric Harris, 18, and Dylan Klebold, 17, both students at Columbine High School in Colorado, killed 13 people and injured 24 others. The post-Columbine era saw the introduction of federal and state laws instituting zero-tolerance policies, which assign “explicit, predetermined punishments to specific violations of school rules, regardless of the situation or context of the behavior.” At the same time, in the streets, the war on drugs led to more punitive criminal legal responses, such as three strikes and mandatory minimum sentencing. Why are black girls particularly criminalized? This summer, researchers from Georgetown Law’s Center on Poverty and Inequality confirmed that people often view black girls as less innocent and more adult-like than their white peers. Black girls are also more likely to be seen by adults as unruly, aggressive, and disrespectful. Speaking to U.S. News & World Report in May, other researchers also blamed the fact that many black girls attend schools with fewer resources for their disproportionate targeting by harsh disciplinary policies.
The focus on policing and punishing black girls in the classroom often obscures and overlooks the impacts of abuse and violence in students's lives. Studies have found that incarcerated and criminalized girls are often victims of sexual and physical abuse in their early lives, and this is often neither recognized nor identified by school officials or other adults. This reality has led some to coin the term “sexual abuse–to–prison pipeline.” The realization that zero-tolerance policies in schools have led to criminalization and incarceration for students of color, and especially black students, has prompted calls for restorative justice and other, less punitive discipline practices. "Y'all dirty, man," a man tells officers in an online video of the incident published Thursday. "Y'all see kids playing ball and you pull a f----- Nike truck into the ghetto."
Charles McKenzie, an anti-crime activist who put the video on Facebook, told Vox that the truck appeared next to a basketball court frequented by young people in the largely black neighborhood in the South Side of Chicago.
And while both local and federal agencies conduct such "bait" operations, the site reported, neither Chicago police nor the FBI offered comment on the truck.
Authorities use everything from fake drugs and modified cars to GPS-affixed packages and bikes to weed out thieves nationwide. Theft of in-transit property, known as cargo theft, caused nearly $27 million in losses in 2016, according to FBI data.

But some community members perceived an alleged bait truck, left in an impoverished neighborhood near a basketball court, as an obvious attempt to target black youth as racially lopsided arrests unfold nationwide.
"The police parked a truck with boxes of Nike shoes in front of kids, lifted up," McKenzie, the activist, said on Facebook, "and when people hop in the truck, the police hopping out on them."
McKenzie founded God's Gorrilas, a group promoting job assistance and alternatives to violence in Chicago. His video, which has 630,000 views on Facebook, later picked up another 290,000 views on WorldStar.
In another video, YouTuber Martin G. Johnson allegedly depicts the bait truck traveling between locations with "plainsclothes, FBI-looking type guys." Once parked, he films community members telling authorities to remove the vehicle from their neighborhood.
"Kids shouldn't be breaking back into trucks," a police officer responds.
After the confrontation, however, the white truck is driven away.
"That's what advocacy looks like," one man says. "Good job, people."

Most of us are so used to running out to the supermarket or to Wal-Mart for whatever we need that we never even stop to consider what would happen if suddenly we were not able to do that. Already the U.S. economy is starting to stumble about like a drunken frat boy. All it would take for the entire U.S. to resemble New Orleans after Hurricane Katrina would be for a major war, a terror attack, a deadly pandemic or a massive natural disaster to strike at just the right time and push the teetering U.S. economy over the edge. So just how would you survive if you suddenly could not rely on the huge international corporate giants to feed, clothe and supply you and your family? Do you have a plan?
Unless you already live in a cave or you are a complete and total mindless follower of the establishment media, you should be able to see very clearly that our society is more vulnerable now than it ever has been. This year there have been an unprecedented number of large earthquakes around the world and volcanoes all over the globe are awakening. In addition, there is the constant threat that the outbreak of a major viral pandemic (such as what happened with the 1918 Spanish Flu) could kill tens of millions of people around the globe and paralyze the economies of the world.
But even without all of that, the truth is that the U.S. economy is going to collapse. So just think of what will happen if one (or more) of those things does happen on top of all the economic problems that we are having.

Food is going to instantly become one of the most valuable commodities in existence in the event of an economic collapse. If you do not have food you are not going to survive. Most American families could not last much longer than a month on what they have in their house right now. So what about you? If disaster struck right now, how long could you survive on what you have? The truth is that we all need to start storing up food. If you and your family run out of food, you will suddenly find yourselves competing with the hordes of hungry people who are looting the stores and roaming the streets looking for something to eat.
Of course you can grow your own food, but that is going to take time. So you need to have enough food stored up until the food that you plant has time to grow. But if you have not stored up any seeds you might as well forget it. When the economy totally collapses, the remaining seeds will disappear very quickly. Most people can survive for a number of weeks without food, but without water you will die in just a few days. So where would you get water if the water suddenly stopped flowing out of your taps? Besides storing water and figuring out how you are going to gather water if society breaks down, another thing to consider is water purification tablets. The water you are able to gather during a time of crisis may not be suitable for drinking. You can't sleep on the streets, can you? Well, some people will be able to get by living on the streets, but the vast majority of us will need some form of shelter to survive for long. So what would you do if you and your family lost your home or suddenly were forced from your home? Where would you go?
The best thing to do is to come up with several plans. Do you have relatives that you can bunk with in case of emergency? Do you own a tent and sleeping bags if you had to rough it? If you live in a cold climate, this is going to mean storing up plenty of blankets and cold weather clothes. If you think you may have to survive outdoors in an emergency situation, make sure that you and your family have something warm to put on your heads. You will also want something to start a fire with. If you can start a fire, you can cook food, you can boil water and you can stay warm. So in a true emergency situation, how do you plan to start a fire? By rubbing sticks together? In addition, you may want to consider storing up a good supply of candles. But having hiking boots or very comfortable and functional shoes will be absolutely critical. You will want footwear that you would feel comfortable walking in for hours if necessary.
