VOs are more of psychologists, they read you when interviewing you, to know if definitely you will ever return if you are giving visa (2) Within the 5/ 10 minutes of the interview, they study you if you are desperate to visit US. Applying 13times in 2 yrs have just confirmed your brother intention. Tell him not to apply in the 2yrs, perhaps he might apply to other countries.

Perhaps you know next to nothing about the current US visa issuance. It not about bad or good leader. It's about the policy of Trump. If you have gotten yourself informed about the happenings around the world recently, you will know people from China, Spain were recently denied US visa. Will you say , they don't elect good leaders in their countries? Next time get informed before politicizing every situation in Nigeria. Trump does not want new Immigrants in US hence his reasons to tighten the Visa policy. China and Spain were denied visa on many occasions. Even those citizenship are being denied green card.
