There are no cabals in Parliamentary system of government.

There are also no term limits in a parliamentary system. Ministers are chosen from the representatives allowing politicians that should be voting and representing their constituents to spend months in the US or France on a "fact-finding mission" as the "Permanent Under-Secretary of State to the Assistant Minister for Foreign Affairs" or another nonsense position. There are many things wrong with Nigeria but a parliamentary system would definitely make things worst.

That is not true, FDR was elected for Four Terms elections were conducted during the war it was just before term limits were put in place.
