What was 250MB for N25 and 500MB for N50 before, has just been
changed to 125MB for N25 and 250MB for N50. We don’t fully know
if they are trying to let goof some customers or it’s just a minor
change. But truth be told, it will affect their customers diversly.

From the message we can tell that this takes effect

today being the 16th of August, 2018. The method that you use to
activate the data is still the same as before. Though, you must be on
MTN Pusle tariff plan before you can be eligible for the offer. Simply
dial*406# to join MTN Pulse tariff plan. To do the night plan, send
NIGHT to 131 to activate the plan. It is valid from 12AM – 4AM.
