Tafawa Balewa was the Prime Minister (1960-1966) from Bauchi. The post was more relevant than that of Nnamdi Azikiwe.

The prime minister takes action and run the government but as far as he report to the president, according to the law the president is above him but ceremonial.

They include Dr Azikiwe for the very same reason they include Dr Shonekan (who was President in name only)....add as many southerners names as possible so the list doesn't look so skewed in favour of the north!

Prime run the government,zik was just a ceremonial president.A representative of the queen in Nigeria from 1960 to 1963,when Nigeria became a republic in 63 he became just a figure head.Example of such countries with such structure are Israel,Canada,Austrelia,all have a president and a prime minister but the prime minister run the show.Zik was just a boy of Tafabalewa.
