Most times the report would help narrow down the inspection and make it more efficient.

That's partly right Sir.

Most cars are insured comprehensively, as a result even minor damage has to be reported to the insurance companies to receive the insurance claims.

The insurance companies then forward this information to both Government agencies and private companies such as CarFax and AutoCheck that collate the information.

These private companies also collect information about almost all cars from other sources:

State motor vehicle titling (registration) agencies

Junk yards

Salvage yards

Auto recyclers

Insurance carriers

Police departments.

So the companies compile all the information into a report, which they offer commercially. The reports are quite comprehensive, though they may not include all information about a vehicle, they are indispensable.
