I tried filling by billing details but it keeps rejecting it. the thing is asking to me to use another card info or number. This is not my first time of paying for my ads with the account. (first bank)
what could be the cause?

It's not a big deal bro you can solve it yourself.
The issue may be Dynamic Currency Conversion (DCC)
Try changing your billing details and currency to $ USD

Just use your Nigerian address.
Select US as country.
Checkout in dollars.
It's not illegal.
Both Google and your bank would advise you to do so.
In fact your bank prefers you to do so, so they can make money off converting your money from USD to NGN.
