Conduct of Party primaries were supposed to be all concluded by end of October.

2nd August – 30th October, 2010
To enable Political Parties democratically nominate candidates for the elections as required by Section 85 of the Electoral Act.

We are yet to know who and who are running.

So is this timetable achievable?

That is what i would love to know too, cos i thought the chairman of the INEC was supposed to have a say on what he think would be a success

I think common sense could answer it as well.
We are almost at the end of July
and that leave us 3 months to the end of October by which time they want the Primaries to have been concluded, how could that be possible.
Right now people are still making their intention known.
Some parties are still being registered.

It will be possible because, aside from the PDP , most parties will produce consensus/unopposed candidates. The AC has said that their own Presidential candidate will emerge before the end of July. I would imagine that this candidate would be produced as a consensus/unopposed candidate since the party has not announced its intentions to hold primaries.

What I think we should be worried about is whether they have started the process for a CREDIBLE ELECTORAL REGISTER.

How a political party chooses its candidates or whether the time is long enough is a non-issue. Technically political parties can choose their candidates either by election, selection, appointment, nomination or self-nomination (unopposed candidate) depending on the party constitution. Some of these processes can take as little as 24h hours depending on how democratic the political party wants to appear to the public as well as factors like size of party and number of candidates running under such party.

Jega should start credible voter registration, that is a very fundamental feature of credible election.

The new INEC boss says a credible voters register will be in place before election time. I think Jega will certainly try to do a good Job. It remains to be seen wether the Presidency will remain totally neutral in letting INEC and Jega do their work.

A credible voters’ register is to be compiled before next year’s elections, Chairman of Independent National Electoral Commission (INEC) Prof. Attahiru Jega said Thursday in Abuja.


A framework, Jega said, will also be put in place to ensure continuous voter registration.

Speaking at the signing of an agreement between the Federal Government and the United Nations Development Programme (UNDP) on 2011 electoral support, the INEC boss said following Nigerians’ dissatisfaction with past elections, INEC would soon explain publicly to Nigerians how prepared it is to ensure free and fair elections next year.

Jega promised that INEC will ensure that votes counts in 2011.

He said: ” There is no doubt that a credible voter register is central and very important in bringing about credible free and fair election and also continuous voter registration exercise is very important in terms of capturing all those who by law needs to be registered for elections. So, we (INEC) pay a lot of attention to this, we (INEC) know the seriousness and significance of this and we are doing everything possible to ensure that there is a credible voters’ register before the 2011 election and that there is a framework in place to ensure continuous voter registration.

“So, this is something that INEC gives priority to and we will do our best to ensure that the voters’ register is indeed credible for elections
. There are many challenges but one of the key challenges is to ensure that there are free, fair and credible elections within the constitutionally defined time frame and we are doing our best to study the situation on ground so as to deploy strategy and measures to ensure that we deliver on that key challenge. But also in order to meet this challenge there are associated challenges of having logistic support to be prepared and ready.”

“A number of the development partners are putting in place the facility of currently of about $80 million. It is co-rdinated under the UNDP. This is an approach we have adopted. We are doing this with the Niger Delta where we brought all the development partners to focus. The NPC and Niger Delta Ministry is co-ordinating the development partners. The target of the facility is aimed at strengthening the democratic system. For next year’s election, Federal Government will ensure that INEC is properly funded.”

UNDP Representative, Mr. Dauda Turai said the UK Department for International Development (DFID). European Union (EU) and the Canadian International Development Agency (CIDA), who are part of the Joint Donor Basket Fund (JDBF), are committed to consolidating democracy over a project cycle congruent with 2011 and 2015 elections.
