The National Orientation Agency NOA was formed to consistently raise awareness, provide timely and credible feedback to the appropriate security agencies which will enable prompt action; positively change attitudes and re-orientate people, values and behaviors. The agency also accurately and adequately informs Nigerians and sufficiently mobilizes and empowers citizens to act in ways that promote peace, harmony and Nigeria national development.

Specifically, the National Orientation Agency NOA performs the following functions:
• Enlightening the general public on Government policies, programs and activities;
• Mobilization of favorable public opinion and support for good Government policies, programs and activities which is geared towards a
better Nigeria;
• Collection, collation, analysis and provision of feedback from the public to Government on its policies, programs and activities;
• Establishment of social institutions and framework for deliberate exposure of Nigerians to true democratic norms and values for a virile,
peaceful, united, progressive and disciplined Nigerian society;
• Arouse the consciousness of all class of Nigerians to their rights and privileges, responsibilities and obligations as citizens of Nigeria to
Nigeria;
• Propagate and promote the spirit of dignity of labor, honesty and ultimate commitment to qualitative production, promotion and
consumption of home produced commodities and services;
• Re-orientate the Nigerian populace about power, its use and proper role of Government in serving the collective interest of Nigerians both
at home and in the diaspora;
• Propagate the need to eschew all forms of vices in public and private life including corruption, dishonesty, electoral and census
malpractice, ethnic parochial and religious bigotry;
• Mobilize Nigerians for positive and patriotic participation in and identification with national affairs and issues; and, Sensitizing, inducting
and equipping all Nigerians to fight against all forms of internal and external domination of resources by a few individuals, groups or
category of Nigerians.
