The Nigerian situation is not the same as the type you described. To understand what is happening properly one has to do a detailed study of when, how and why boko has turned out this way.

Recall we have had real fanatic situations in the country in the guise of maitesine movement devoid of politics which was adequately exterminated.
The Shiite movement under El Zak Zaki could easily transform into a real threat too like boko but because government agents and politicians are yet to infiltrate that is why it looks contained.

The real boko haram never took up arms to ask for a sharia nation rather if at all anything they were only fightng against the govt for their perceived injustice.

Whatever is happening right now they know it very well amongst themselves. That boko is still waxing stronger against bubu's claim to eliminate it within months is not alien to those who know.
Only those involved know what they are doing and only them can decide when they want to end it.

For the main players boko has come to stay since it has become to them a formidable tool to sway elections.
