Liverpool boss Jurgen Klopp has been linked with the 19-year-old attacking midfielder and knows him well from his time in charge of Dortmund.
But the Daily Mirror claim it is Chelsea who are in talks with the Bundesliga club over a potential deal for Pulisic.
The Blues are desperately looking to bolster their squad ahead of the upcoming Premier League campaign and have only managed to sign Jorginho from Napoli and veteran goalkeepe Robert Green on a free so far.
