Does this corrupt AGF-Malami fully knows what it means for INEC to be truly independent? So he should not act for it because there is an act/decree establishing the body.

You dont upsurp its functions via executive fiat. Meanwhile, INEC also have it own legal department.So let them counsel it appropriately & accordingly.
