Blasphemy=perdition. Even on this thread there people already going into perdition because they continuously refuse the conviction of the holy spirit to repent from their sins and has chosen to be a child of perdition to fight against God through blasphemy against the Holy Spirit in His works and teachings. Well, for someone to be a blasphemer of the Holy Ghost, it means that person was once an Holy Ghost child. To be an Holy Ghost child is to have been raised by the H.G. It means the Holy Ghost has led you out of the flesh, just about to hand you over to Jesus, and then you turned, denying the truth of H.G, spoke evil of the way even though you have being raised by the truth. You don't reach the stage of a blasphemer one day. Anyone who says anything against the Holy Spirit now doesn't really mean a thing. Why? Because heaven knows that he doesn't know what he's saying. Blasphemy, even as defined in the Old Covenant Law of Moses, applies where a Master/Servant or God/People relationship exists and the blasphemer is a servant of subject/people.

Now you confuse me. So, an ungodly person is not an unbeliever- one who has never known God and does not care to know God, right?

And also an ungodly person is not a person who knows God, believes in Him, but refuses to obey God, living in disobedience (Sin) instead .I.e. a sinner?

An ungodly person is instead one who once had a knowing of God but eventually turned away from God to live as one who what - does not know God or knows God but lives in contempt of Him?

Cain was a sinner. He didn't forswear God. Instead He sinned against God.
