Stop misrepresenting the facts. Did he not declare his assets at some point, yes. Did he on his own fill two forms covering the period not declared and a further period till he retires, yes.

The law allows you to update your forms even if they are ones who discovered it.

Having owned up ( on his own in 2016) and went ahead to fill the forms the matter should never have been taken to the CCT.
