This is very sad,passing 2019 budget in the 2nd quarters of the year clearly shows that we lack planning,discipline .Now when are we going to implement this late budget 100%.Both the executive and the legislatures are bunch of failure and the are totally ignorant on budgeting and administration. 1 Like |

cooltola: Yes u are right theres no population control in many states. Also IGR is low in some states but d federal budget isn't meant 2 complement d resources or IGR of any state. D budget of d FG is meant to execute d campaign promises of d president and d constitutional responsibilities of d FG. This it does thru d several ministries under d supervision of d president. States are meant to generate their own revenue and draw up how they will spend their yearly budgets. That's y Nigeria is a federal state. 1 Like |

OVA200: The implication of Section 11 of the 2016 Appropriation Act is that the legislature purports to have exercised the power to change the financial year. But , the National Assembly did not fix any new and definite time frame. It made it specific to the 2016 Appropriation Act which runs out in 12 months from the date of assent . |
