The company responsible for VAR in Africa, Hawk Eye Innovations, wrote a letter to CAF earlier informing them that VAR would not be available because the equipment did not arrive on time due to a baggage issue with the airline, including Emirates Airlines.

RE: CAF VAR Champions League 2019

I am writing to inform you of the current situation regarding equipment for VAR in the CAF Champions
League Final

Hawk-Eye had arranged with a third party for one set of VAR Equipment to be shipped from Riyadh to Turis.
The third party was responsible for exporting the equipment and shipping. We were informed on 23 May.
that this equipment had been picked up and were provided with a draft AWB and informed that the kit was due to leave Riydah on Monday 27°. On Wednesday 20" May, upon waiting for the equipment to arrive into customs at Tunis, we were told this kit was still in Riyadh and would not arrive into Tunis on 30° May.

Upon news tat the Riyadh shipment would not arrive into Turis on the 30° May. Hawk-Eye immediately
implemented a backup solution which would fly with myself on Emirates fight EK747 and hand delivered to
the stadium on the morning of the 317. This solution would have ensured the technology test and approval
would take place. Unfortunately, Emirates made a baggage handing error and only 2 of 3 cases of
equipment arrive in Tunis.

A further back up solution of a server being brought from the UEFA Champions League Final in Madrid is
currently underway and we expect this server to arrive in the hours before KO.

Hawk-Eye makes every effort to deliver VAR services 1b CAF flawlessly. We are extremely disappointed that
these issues have occurred. We would like to thank CAF for their ongoing support, and apologise
unreserved for this error.
