Start state security, reform the army, employ 2/3 of population into the army directly or indirectly, pull all the rural areas inward especially in the northern states.

Legislative assembly should be on part time basis and no constituency development fund for the legislatures.

Raise the bar on education qualifications for presidents, Governors, senate presidents etc. to at least a masters level. All past military retired individuals are not to cross into politics and contest (you have served your country well, dont come back again. E.g Obasanjo, buhari, david mark) Oil blocs should not be individually owned. Restructure this country for healthy competition to thrive.
In fact the constitution should be written afresh with every tribe represented and aired for the peoples approval. Even voting on certain issues(not INEC voting o)
