A lot of people say Idiagbon was responsible for WAI, but he was working under Buhari in a military government with a rank lower than Buhari's so it's safe to say the buck stopped at the top.

Government will have to face protest and protest, court cases upon court cases. You can't just deduct money from someone's account on an arbitrary manner.
