I think you should search for the number of their head office and call them to verify what the problem is.

DONT cancel dispute no matter what!

If u can wait again you should tell him to send another Product and give you the tracking number.

If he send u d new tracking number, then ask him to extend the buyers protection of d order u opened dispute.

Because sometimes they will claim that they have send anoda one and give u tracking number of someone (Nigeria) which will make u to close dispute and b4 u know it AE will release the fund to them and the product will be delivered to someone.

Tell the seller you have limited dollar card, and if they can help split the payment into two.., as per say the seller would have dealt with kind issue or have the training, he/she will grab easily
