Opposition parties and some concerned groups have called on the National Assembly to enact a law that will compel the President to attach portfolios to ministerial nominees’ list sent to the Senate for confirmation. Thickmatch.com Reports''

They stated that it was proper and ideal for the President to attach portfolios to ministerial nominees to enable the Senate to properly screen the nominees and ascertain their competence and appropriateness.

Members of the opposition who spoke separately to our correspondent on Friday were the Peoples Democratic Party through its National Publicity Secretary, Mr Kola Ologbondiyan; spokesperson for the African Democratic Congress, Mrs Yemi Kolapo; her counterpart in the Social Democratic Party, Alfa Mohammed; and the Coalition for United Political Parties’ spokesman, Imo Ugochinyere.

According to them, the resolution of the Senate asking the President to attach portfolios to ministerial list for confirmation can be seen as advisory since it is not in the constitution.

They stated that a law should be enacted to make it mandatory for the President to attach portfolios to the ministerial nomination list before the Senate could confirm the nominees.

Ologbondiyan said, “They do not have any law except if they provide for an Act of Parliament for that requirement for President to attach portfolios to his ministerial list, the executive can just take it (Senate resolution) as an advisory. If they sponsor a bill to that effect, and the President signs it into an act, it becomes a law that is binding since the constitution does not provide that.”

Kolapo also stressed the importance of knowing which ministries had been attached to certain nominees.

She said, “Are the Executive’s nominees supposed to just take a bow before the Legislature? How would there be proper scrutiny to determine the capabilities of the nominees vis-a-vis their prospective portfolios? I think we need to impress it on the Legislature that they can’t start on a wrong footing. They need to prove their independence and loyalty to the masses and not the Executive.”

As rightly stated, it ought to be the norm. Sadly we are not guided by norms in this part of the world rather we go against the established norms for various reasons.

I wonder what kind of Question you will be asking the nominees when they don't know their portfolios. It really doesn't make sense.

Even when the law is enacted, the President may still not sign it.

Inasmuch I support the idea for proper screening, it however, came from wrong messenger. For 16 years, people demand for this but the same PDP said no.

None of the Pdp Governors is doing this, yet they feel they are in a position to advice APC.

Pdp ought to have enacted many things. But blaming them is not going to solve anything.

It could have been overlooked then when you were sure of having highly qualified candidates atleast on the basis of their education.

Not now when you have someone with a diploma heading a critical function in the ministry of communications as common place.

Look at all the ministers attached to different portfolios during thr pdp years.
Which of them was.not highly qualified for the post?

Is it NOI, aganga, barth Nnaji, Dora akunyili,Soludo, Akinwunmi adeshina.?
Which of them fell short of qualification in their respective portfolio?

Even the highly corrupt allison maduekwe was an engineer who worked with shell for decades.

It's not really necessary if the civil servants in those ministries do their job properly.

The minister is just a mere representative of the president to oversee what is going on in the ministry. Moreover is it buhari that can not do tumbo tumbo nomination on time that you want to give extra work of attaching portfolio's, that would mean till 2021 then.
