It was adopted in 2013 and they only fixed it around the time friendly matches would be played in the FIFA calendar as there are no other free spaces to fix it. It doesn't make it a friendly competition. It only replaced the international friendly on the calendar and it is not played annually, but once in two years. You don't play friendly that way.
