If someone is kidnapped and ransom is paid, you are inadvertently funding their future operations. Now imagine if they end up killing or releasing their victims without any ransom being paid? Like every normal business that lacks funding it will die a natural death!

But this approach is double-edged because the victim's survivors loose if the victim is killed.
