If you view the topography of that terrain, you can observe that the slope of that road points down to the gate of that building therefore I see a flood prone site with a two storey building sitting on it possibly constructed using strip foundation as there where no flood then in that place, but as development sets in...the road was misused and it sloped back to the building......

Pls why consulting an engineer to build for you, let the terrain of the site be put into consideration....

Guess the occupants were already aware of the danger or where asked to evacuate from the house so the camera man was on a standby..
