Host communities of the 2nd Niger Bridge, a project located between Onitsha, Anambra, and Delta States, on Sunday shut down activities at Julius Berger Construction Company Office, BridgeHead Onitsha, Anambra State in protest against what they alleged was a failure by the company and its Project Director Mr. Fredrich Wieser to keep to the agreement with them.

Speaking through some of their community Liaison Officers the communities accused the Project Director of high handedness, refusal to keep to the local content agreement with them and racism in discharging his duties.

The ten host communities, five from Anambra State, namely Onitsha, Obosi, Okpoko, Harbour, Odoekpe, while the others from Delta, being Oko Amakom, Asaba, Idoko Madu, Power Line, and Okwei, warned that Julius Berger worker is not welcomed in their communities unless the disagreement was resolved.


Displaying placards with inscriptions as “Wieser must go he is arrogant” “The Project Director is a racist, “Project Director does not respect the host community” “Host communities are not baggers” “Julius Berger does not respect the terms of the MOU with host communities” including others, the protesting host communities who were joined by the workers alleged that they are subjected to all insulting treatment by the Project Director and his foreign counterparts.


Addressing newsmen on behalf of Community Liaison Officer, Mr. Peter Okafor, said that the ten host communities, want the Director Project Director to leave Onitsha and should be replaced by somebody who is approachable and can handle the communities with respect.


“Julius Berger and their Project Director, Mr. Wieser has been maltreating the communities, they use the Project Director to deny the communities their rights, the man is unapproachable, and lacks respect for the host communities, does he respect the Memorandum of Understanding, MoU the communities have with them.


“He sacked almost 90 percent of indigenous workers, both skilled, semi-skilled and unskilled workers contrary to our local content agreement and has been employing his friends and foreigners, we are supposed to be given contracts like supplying of sand, stones, and other small contracts as contained in the local content agreement, but he has refused to honour the agreement.


Corroborating Okafor’s speech, Liaison Officer for Onitsha Community and Adazi Ogulani of Onitsha, Chief Dr. Chuma Agbakoba and his Delta State Counterpart, Mr. Henry Enebeli, said that Wieser must leave for work to continue otherwise work must stop at the 2nd Niger Bridge.


According to Chief Agbakoba, “We are not saying that work should stop on 2nd Niger Bridge, but we are saying that the Project Director Mr. Wieser, must leave, he does not have regards for the host communities and does not have manners of approach to the communities and above all, he is exhibits racist behaviours and we can no more tolerate that.


“Mr. Wieser is very high handed, that there are a lot of benefits given to host communities that the Project Director is denying us, and other local contents agreement we entered with the company which he has been denying us, we want him to be replaced by another person.”


Enebeli on his part said, “some of our communities cannot access their homes in Delta State, they have blocked our roads with sand and we have been begging and writing the Project Director since July, to instruct his men to clear the heaps of sands so we can access our communities, but he ignored us, we use Canoe to move in our areas now.


“We appealed to him to instead of sacking our people on redundancy because he is saying they are not working because of rains, he should give them stood off so they can start when the rains are over but he refused.”


Contacted for comments Julius Berger Public Relations Officer, Joseph Ojelabi, refereed newsmen to Federal Controller of Works, Anambra State Engineer Ajani Adeyemo, for comments.


However when Vanguard contacted Engineer Adeyemo, he said he was in a filling station, but has tried to intervene in the matter, he claimed started two weeks ago, he, however, noted that the demands of the host communities are complicated.

well, i have noticed something about the Aryan race ( germans and austrians), they have this superiority complex that their race is the most superior race on the surface of planet earth. Probably that is why they transferred their colonies to other countries.

i believe their superiority mentality is what is making them a great nation

This is how they frustrate projects that are meant to help them just because of peanuts they will get from the contractors.

It's only in Nigeria you try to help someone and the person starts to cheat you in the process of helping him. Them do the country.

Leadership is not Nigeria's problem but the people.

See, let Ndigbo better call these greedy paupers to order. If they allow this nonsense to continue, it would affect the project on the long run.

Lagos Ibadan is almost completed, same with Lagos Ibadan rail line, they are now moving to Badagry expressway.

FG should rise to the occasion and mobilize soldiers to the site. The project must be completed and greedy thieves should be shot.

I talk am say Na money matter. It the kind of stuff we face on a daily. It is important to involve the host community in any project you are executing as a far construction is concerned. However, if they are an unreasonable bunch, it's best to not use them to avoid too unnecessary problems with your project. The way to go about this is to settle the Chiefs in the communities and the youths would have less power. They'll be more motivated to work for pay instead of feeling over entitled.
On the issue of supply, I won't blame Julius Berger for not involving them as I can relate to this currently. The way those who feel they have a proximity to projects inflate prices of materials when they hear it is a Federal Government project would make you just go to the open market and patronize other suppliers on a neutral basis. How can you offer to give me blocks for 180 Naira when the person you are buying it from is willing to sell to me for 127 Naira? Why then should I buy from you when all I wanted to do was use you as middle man so you can get something out of the deal as per host community person? People often forget that construction is purely a business and the aim is to make profit while delivering quality.
Just yesterday I got a call from persons in the host community where I we are executing a project that rain had felled a tree within our site and the branches were resting on the high tension wires thereby shutting off power supply. They now said since it was a Federal Government project, I should come and pay them 20,000 to remove the branches before the nepa guys come to rectify the bridged cables et al. Na me push d tree? I asked. I dey use d light? I told them to mobilize area youths to do that or wait for me to minute our head office in Abuja as per their request and they'll have to wait for maybe weeks before anything is done about it. Nobody told them, they've cut down d branches of the very small tree and rectified their light wahala.
Sometimes the contractor can be unreasonable but wetin we dey see for some of these host communities hand can make one turn into something else.

Setraco, berger, etc are all racist firm from my experience. And the funny thing is that the government reps from the FG ministies of are backing this foreign crooks. This coys will collect full money for workers salaries for a year but will sacking workers ( not even placing them on redundancy) with the aid of FG ministries guys.

If a Nigerian company is there, you'll complain that they didn't put Igbos there as the head. If an Igbo man is there, Igbos would complain that it is an Ebonyi man. If an Anambra man is there, they would complain that he's not from the town.

These greedy people would soon understand the difference between Yaradua, GEJ and Buhari.
