I was told new cars imported into Nigeria in bulk do not require custom papers, that the importer pays in bulk that police will not ask for custom duties how true is this

I don't think the guy is wrong, I do know that when my spouse bought a car (Kia) from Dana, there was no custom papers except a page document that state that Dana would take care of that.
