I mean, any fire station can call any of the fire stations for back up or attend to nearby fire incident.
Fire fighters are not spirits that can know when and where a fire has started and appears same second. First, they need to be informed and they need to have free flow of traffic to get there on time. And on fire level, 5 to 10 minutes is enough for a fire (depending on the cause) to burn down buildings.
For Balogun Market, the closest stations are Marina/CMS fire stations and Ojuelegba Fire Station. I bet you that the Marina stations, which is closer will take around 10 minutes to get to the point of fire outbreak only if the market people are highly cooperative when we consider traffic.
