BASIC DUTIES OF THE POSITION:

The purpose of this position is to serve as Shipping/IP Liaison Assistant in the Executive Office. Under the supervision of the D/EXO, the incumbent performs a variety of duties ( for Implementing Partners) relating to office responsibilities, including but not limited to clearance of incoming shipments, arranging the export formalities on outgoing shipments and principally act as the liaison officer between USAID Nigeria and all of its implementing partners on administrative and logistic issues.

MAJOR DUTIES OF THE POSITION:

The incumbent is responsible for the duties and responsibilities described below:

1. Upon receipt of notice of incoming shipments, the incumbent collects Ocean Bill of Lading/Airway bill and other supporting documentation and sends them to the National Planning Commission (NPC) for forwarding to the appropriate Ministry to obtain necessary exemption documents for the clearance of the goods. S/he follows up with NPC to see that exemption documents are obtained promptly and resolves any problems that may arise. Upon receipt of the exemption document, incumbent arranges for the exemption document to be handed over to shipping agents for the clearing and delivery of the shipment to appropriate location.

2. Act as the liaison officer between USAID Nigeria and all of its implementing partners on issues relating to the following:
 Issuance of Visa, business permit, expatriate quota and resident permit for expatriates;
 Registration of IPs with the National Planning Commission (NPC);
 AT Exemption and other related tax issues;
 Shipping and transportation (Official commodities, Pets, HHE, UAB, POV);
 Registration of Official Program Vehicles with the Federal Road Safety Commission;
 Aviation/Airport Issues;
 Issuance of Driver's License;
 Program Vehicles Insurance and policies guiding such.

3. Develops contact with Government officials (especially with the officials of NPC) handling issues affecting Implementing Partners operations in Nigeria.

4. Develops and maintain a data base showing contact information of the Government officials mentioned above. This information must include the names, addresses, telephone number, Ministry etc of the officials. This data base must be updated on a regular basis.

5. Incumbent will facilitate obtaining tags for project vehicles, POV; and processing of drivers’ license for USAID employees.

6. Act as a back up to Travel Assistant in his absence.

7. Handles all issues relating to the transfer and sales of POV for Implementing Partners, and performs other duties as may be assigned by the D/EXO.


MINIMUM REQUIREMENTS:

Education: College degree is required.

Prior Work Experience: 5 years of progressively responsible experience in the shipping or transportation field or any closely related field is preferred.

Knowledge: A good knowledge of host government regulations and procedures regarding shipping and custom clearance and immigration is required.

Skills and Abilities: Must be able to deal tactfully, yet effectively with host country government officials.

Language: Level III English is required.

Administrative

Technical /Maintenance
16. Perform routine maintenance of all technology equipment twice a year and provide written reports for each computer and recommendations; follow up and correct any problems that are detected and notify administration of any updates that are needed
17. Troubleshoot technology problems as they occur—identifying, resolving, and/or correcting various system errors or failures Address problems in hardware, software, network, and/or procedures. Maintain and repair equipment as needed, including computers, printers, scanners, and UPS. Follow-through on all requests for help and provide a written response to the direct user of the equipment, with a copy to supervisor
18. Keep an accurate and up-to-date logbook of all maintenance and repair work, indicating the problem, location, resolution, and any follow-up that is needed
19. Assist with sending out equipment for repairs, if necessary, including estimates and follow-up documentation
20. Install and update networking as needed
21. Process and assemble new technology equipment
22. Preview and install new software
23. Train users in the operation of new or modified systems and programs
Planning
24. Monitor and identify changing user requirements, evaluate software alternatives, and make recommendations for the selection of software/hardware
25. Maintain an up-to-date Inventory of all technology on campus
26. Maintain well-labeled storage for software, drivers, manuals, etc.
27. Research and provide suggestions for updating systems, including Internet and Intranet
