Some colonies were seen as potential/actual settlements for their own people, eg USA, Canada, South Africa etc. In those countries they reinvested into the economy the proceeds from exports of natural resources. They built infrastructure, and strong institutions/public services.

In OTHER colonies, especially black Africa, they did nothing but loot. This was why most of black Africa was bush in 1960, despite a century of European rule. This continent only began to develop after independence.
