My problem is that she is a minor and this guy is 27...

So this is what I plan to do, Flog her thoroughly very early tomorrow, then later talk to her again...
Then that bastard beat him up in the evening with two other guys...

Kids of nowadays are bleeped up without solid guidance. My wife 13yr old niece joined us from Nija, and next thing she was making some ass dancing video in the bathroom in front of the mirror. She did not stop there. She was visiting porn/lesbian sites. And one of her former Nija classmate was asking for a nude picture/video on whatsapp.

My naive wife had handed her a Samsung phone with continous internet access immediately she arrived. Obviously she never had a phone or internet access while living in Nija.

Don't be silly. There is a reason a case like this is called statutory rape. That the pedophile did not know she is of majority (old enough) is of no substance. That defense won't hold up in court when he is charged. And there is no such thing as consent from a minor. The law does not presume a minor has the legal capacity to grant consent as she is still under the law a minor. So if the guys perpetrates the act, it will sure amount to statutory rape and would go away for a long time.
My advice to Op is to get closer to the his sister than ever. Beating her will be a big mistake.
