I believe America fears the outcome of a military confrontation with Iran and its Shia proxies in the region remember they are still trying to fix the Afghan debacle. And another military entanglement in the middle east would affect Trump's chances of winning the next election.

There is no upside for the USA to launch rockets, from Iraq, into the Iranian border. Now if Iran launched an attack from Iran that targeted and killed Americans then that might change some things.
