ISR means intelligence reconnaissance and surveillance. We have Aircrafts that performs such role..
Before we carry our Airstrikes we identify our targets by ISR in order to know first the type of weapon to use(either high Explosive weapons or lesser kind) secondly to know who we're striking if it's truly terrorists or civilians.ISR takes days before an Airstrike is conducted..
Military job is not as easy as you think.

Imagine a Military that has both land air and sea still can’t defeat Boko Haram, sincerely if Boko Haram has the equipment and support the Nigerian army has, it will take them less than 1 month to wipe out the Nigerian military. Nigerian military only sabi smart for foreign mission. We have lost count of how many times they have killed Shekau.

Has America defeated ISIS? Have the Taleban been overcome? Fighting insurgents is not the same as conventional warfare. Totally different trajectory.

Those people bombing ( indeed they are terrorist) are Muslim but really on the wrong track. Why the essence of killing in the absence of conflicts, threats, oppression, freedom of beliefs, etc ?

Forget these people, both Army & Airforce.
Whenever there's an uproar, they start running helter skelter at some business either launching 'calculated' drill strikes, 'tactically' disarming phantom groups, 'strategically' decimating robot armory, 'neutralizing' ghost towns etc.
It's effort in futility, as dust settles they go back to sleep collecting fat checks.
Their primary assignment now is media handling, stage managing, image laundering for the government.
