The people you call the cabals are only powerful in the Presidency and largely due to Buhari.

On their own, people like Mamman Daura, Abba Kyari or Lawal Daura can't win Senatorial elections in their various States. They have very little electoral values.

They are NOT politicians but aides of Buhari who sometimes are allowed by Buhari to weild influence in the Presidency.

There are different forms of power.

Abba Kyari, Mamman Daura or Hammeed Ali don't have the kind of powers to influence party delegates to vote for Zulum or Kingibe or the power to influence the general electorates to vote for these people in Kano, Adamawa, Oyobor Rivers State.
